Achievements
Domestic Efficient Lighting Program (DELP)
Domestic sector accounts for almost 50% of energy consumption in Delhi and lighting is a key component of the same. In order to promote the use of LEDs in household sector and reduce the energy consumption, EE&REM Centre in association with Energy Efficiency Services limited (EESL), BSES Rajdhani, BSES Yamuna and Tata Power Delhi Distribution Limited (TPDDL) has implemented the DELP (Demand Side Management based Domestic Efficient Lighting Program) in Delhi. DELP promotes the usage of LEDs at a minimal cost and is designed to monetize the energy consumption
reduction for the domestic consumers. The distribution of LEDs through this programme will reduce energy consumption by 88% (as compared to ordinary bulb) and 50% (as compared to CFLs). More than 60 lakh LED bulbs were distributed to citizens of Delhi till 31.03.2016 under this scheme.
Street Light National Program (SLNP)
Under SLNP, it is proposed to replace conventional street lights using energy efficient LED lights. Around 1 lakh 36 thousand conventional street lights have already been changed to energy efficient LED lights in South Delhi Municipal Corporation area. EE & REM is pursuing with other Municipal bodies & PWD for replacing conventional street lights to energy efficient LED lights in their respective areas. This will lead to saving of electricity along with shaving of peak power demand.
Dedicated Solar Photo Voltaic (SPV) Plant to make Delhi Secretariat a Green Building
In order to make Delhi Secretariat the first Green, energy efficient secretariat in country operating completely on Solar Energy, EE & REM Centre, Department of Power, GNCTD has initiated the process of installing a 3MWp surface mounted SPV plant in association with MNRE and SECI on the vacant land of erstwhile Indraprastha Thermal Power Station (ITPS).Power generated from this 3MWp SPV plant will be dedicated to Delhi Secretariat for meeting out the total electricity requirement of the building. Out of total
capacity of 3MWp SPV plant, 1 MWp capacity has already been commissioned & is operational since 24.10.2015. As a matter of fact, due to installation of this 1 MW plant, saving of Rs. 17.83 lakh has accrued till 29.02.2016 to Delhi Government.
Energy Efficiency Measures
Energy Efficiency & Renewable Energy Management Centre (EE & REM), Department of Power, GNCTD and United States Embassy, New Delhi agreed to have a common programme to promote the deployment of clean energy technologies (renewable energy and energy efficient technologies) to enhance energy security, improve access to energy, conserve energy and promote clean energy development. The Delhi Secretariat building has been identified as a scalable model for technical assistance under the bilateral initiative between US Embassy, the North India Office, Resource Conservation Unit and USAID, through its partnership to Advance Clean Energy Deployment (PACE-D) technical assistance programme (the PACE-D TA programme) and the EE&REM Centre, Department of Power, GNCTD.
Perform, Achieve and Trade Cycle (PAT)
Perform, Achieve and Trade (PAT) is a market based mechanism to enhance cost effectiveness of improvements in energy efficiency in energy intensive large industries and facilities, through certification on energy savings that could be traded. Overall PAT Cycle- I covers 478 Designated Consumers (DC) of eight energy intensive sectors: Aluminum, Cement, Chlor-alkali, Fertilizer, Iron and Steel, Pulp and Paper, Textile and Thermal power plant. Designated Consumers are obligated to improve energy efficiency & under this scheme a target is given to every DC. Target under PAT scheme is defined as the % reduction of ‘Specific Energy Consumption (SEC)’ from Baseline value. When a designated consumer achieve and surpass the target, the Energy Saving certificates (ESCerts) are to be issued by Central Government and the same can be sold to the designated consumer who fails to achieve their targets and could not comply the energy consumption norms and standards. Under PAT-II there are Six Designated Consumers in Delhi namely Rajghat Thermal Power Station (RTPS), Gas Turbine Power Station (GTPS), Pragati Power Station-I, BRPL, BYPL and Northern Railway, Baroda House.
EE&REM Centre has successfully completed the monitoring and verification (M&V) of all DCs under PAT-II Cycle.
Role of EE & REM centre as SDA in PAT scheme
- Updating and maintenance of list of Designated Consumers
- Ensure the submission of energy return form by each DC every year
- Maintaining the list of Designated Energy Auditors (DENA)
- Role in ESCerts Market mechanism
- Role in transfer of knowledge
- Inspection of Designated Consumer for compliance to energy consumption norms and standards
- Provision of levying penalty for the defaulters.
The new sectors added as DCs namely, Hotels, Refineries, Railways, DISCOMS under PAT Cycles.
